The One Big Beautiful Bill has been introduced with the aim of improving educational opportunities for students and families. The legislation includes measures to expand school choice, enhance education savings options, and provide additional support for childcare.
Senator Shelley Moore Capito emphasized her background in education and expressed support for the bill. “I began my career in education, so I have seen firsthand how access to high-quality education from pre-school through college can impact the trajectory of a student’s life and transform communities. I was proud to vote for the One Big Beautiful Bill because it expands access to affordable education, allowing West Virginia families to choose the education that best fits their needs,” Senator Capito said.
Key provisions in the bill include the creation of school choice tax credits and enhancements to 529 education savings accounts. The legislation also strengthens employer-provided childcare credits and increases assistance for childcare services. Another component is the establishment of workforce Pell, which allows students in West Virginia to use Pell Grants for short-term certificate and credential programs—an initiative Senator Capito has previously supported.
Steve Roberts, President of the WV Chamber of Commerce, commented on one aspect of the bill: “Over three quarters of West Virginia Chamber members consistently tell us that the lack of available and affordable childcare is one of the largest impediments to attracting and retaining a workforce. Legislation that helps to address this issue is a win for the employer community,” he said.
