Capito urges expedited review process for critical broadband funding

U.S. Senator Shelley Moore Capito has called on the U.S. Secretary of Commerce, Howard Lutnick, to expedite the review and release of updated guidance for the Broadband Equity, Access, and Deployment (BEAD) program. This federal grant initiative aims to provide high-speed internet access across America by funding infrastructure partnerships.

Senator Capito emphasized the importance of not requiring West Virginia to redo significant portions of its application for BEAD funding. The program was established through the Infrastructure Investment and Jobs Act (IIJA), which Capito helped develop. In June 2023, she announced that West Virginia would receive a substantial share of this funding.

“I urge you to expedite not only the review and release of updated guidance but the program as a whole,” Capito stated in her letter. She expressed hope that with Lutnick’s leadership, broadband access could soon be achieved in West Virginia, marking a significant accomplishment for rural America.

The senator’s letter highlighted concerns about potential delays due to bureaucratic processes. “I am concerned that West Virginia may be told to move back from the 1-yard line to the 40-yard line after the review concludes,” she wrote. She also pointed out challenges specific to West Virginia’s geography that could impact broadband deployment costs.

Capito stressed the need for a tailored approach in decision-making regarding connection costs, urging collaboration between states and the National Telecommunications and Information Administration.

West Virginia has been allocated $1.2 billion for broadband connectivity under BEAD. The senator reiterated her commitment to achieving program goals efficiently while addressing unique state challenges.
