Governor Patrick Morrisey has directed that U.S. and West Virginia state flags be flown at half-staff at the Capitol Complex and all state facilities in Berkeley County to honor former Delegate Larry D. Kump, who passed away recently.
“Denise and I were saddened to learn of the passing of Delegate Larry Kump, a devoted public servant who dedicated many years of his life to improving West Virginia,” said Governor Morrisey. “On behalf of the First Lady and myself, we extend our condolences to Larry’s family, friends, former colleagues, and all those who had the privilege of knowing and serving alongside him. His legacy of service and his love for our state will never be forgotten.”
Kump served nearly ten years in the West Virginia House of Delegates. He represented three different districts during his tenure: the 52nd District from 2010 to 2014, the 59th District from 2018 to 2020, and most recently the 94th District from 2022 until his death.
He was recognized for his conservative principles as well as his unique personality in legislative sessions. Kump’s distinctive phrases such as “great googly moogly” and “for sure and for certain” became familiar among both lawmakers and constituents.
