Governor Patrick Morrisey highlighted on Mar. 16 several major accomplishments from the 2026 legislative session, including increased investment in infrastructure, expanded education opportunities, and new tax relief measures made possible by what he described as responsible financial management.

These developments are significant for West Virginia residents as they address key areas such as transportation, education access, and economic competitiveness. The initiatives aim to support families today while laying groundwork for future growth.

Morrisey said that difficult decisions made last year have put the state on a stronger financial footing. “Because of those choices, we’re now able to fully fund the HOPE Scholarship, invest more in our roads, and continue delivering tax relief to the people of our state. These are real results that help families today while building a stronger future for tomorrow.” The session allocated an additional $125 million for road and infrastructure improvements across West Virginia. In addition, $276 million was dedicated to fully fund the HOPE Scholarship program to expand educational opportunities statewide.

West Virginians will see a five percent income tax cut this year along with changes aligning the state’s tax code with permanent provisions of federal tax cuts. “Lower taxes make our state more competitive, attract investment, and help families keep more of what they earn,” Morrisey said. “By aligning our tax code with the permanent provisions of the Trump Tax Cuts, we are making sure West Virginians receive the full benefit of that relief right here at home.”

Other policy actions from the session include directing development of a statewide energy plan under the Governor’s 50 by 50 strategy; expanding literacy instruction through teacher training; creating workforce opportunities via micro-credentialing programs; establishing portable benefits for independent contractors; strengthening rural health care access through nearly $199 million in federal funding and telehealth expansion; and eliminating almost 30 outdated boards and commissions to streamline government operations.
