Governor Patrick Morrisey signed several new laws on April 2 following the 2026 Legislative Session. The measures aim to expand workforce opportunities, strengthen public safety, and improve how West Virginia’s government operates.
Morrisey said these actions are designed to help West Virginians by focusing on jobs, safety, and making government more effective. “These are commonsense measures focused on opportunity, safety, and making government work better for the people of West Virginia,” Morrisey said. “We’re taking steps to grow our workforce, protect our communities, and ensure our state is prepared for the future.”
Key legislation includes SB 402—the Workforce Readiness and Opportunity Act—which creates a micro-credentialing program to help people gain job skills quickly. Other related bills are HB 4009 (expanding portable benefits), HB 4005 (the Skills to Work Act providing real-world job experience), and SB 490 (short-term training through Pell Grants). The Governor also approved HB 4610—the Right-To-Try Cutting-Edge Medicine Act—allowing patients with serious conditions easier access to experimental treatments.
To address religious freedom concerns, SB 1026 increases penalties for disrupting religious services while keeping protections for lawful protest in place. Another measure signed was HB 5638 which consolidates oversight of state cybersecurity efforts and sets clearer standards for protecting sensitive information.
“These bills reflect our commitment to preparing West Virginia for the challenges ahead while staying focused on the needs of our people today,” Morrisey said.
