Today, Congresswoman Carol Miller joined Speaker Mike Johnson and other House Republicans in celebrating the passage of H.R. 1, known as the One, Big, Beautiful Bill Act. The bill is now set to be sent to President Trump for signing.
In a statement on social media, Congresswoman Miller expressed her enthusiasm: “I was proud to join my House colleagues in passing this historic piece of legislation that will usher in America’s Golden Age. There is no better way to kick off our nation’s 250th Birthday than by sending this One, Big, Beautiful Bill to President Trump’s desk.”
The journey towards the bill’s passage involved extensive hearings conducted by Ways and Means Republicans over two years. These hearings aimed to assess the benefits of the 2017 Tax Cuts and Jobs Act. The first hearing took place in Parkersburg, West Virginia, in February 2023.
Congresswoman Miller played a significant role in preparing for the tax package’s passage by leading the Supply Chains Tax Team from April 2024. The Ways and Means Committee advanced the bill after an 18-hour-long markup session on May 14, 2025. Subsequently, on May 22, 2025, it was sent to the United States Senate.
The Senate passed an updated version of the bill on July 1, 2025. Following today’s vote in favor of its final passage by the House of Representatives, it will proceed to President Trump’s desk for enactment into law.
The bill includes several provisions benefiting Southern West Virginia:
– It makes permanent the 199A Small Business Deduction.
– It incorporates Congresswoman Miller’s Saving Gig Economy Taxpayers Act.
– Metallurgical coal is added as a critical mineral within the Advanced Manufacturing Production Credit (45X).
– The Hydrogen Tax Credit (45V) is extended until January 1, 2028.
– A $50 billion Rural Hospital Stabilization Fund is created.
– Increases are made to both Child Tax Credit and Child and Dependent Care Tax Credit.
– The standard deduction for working families is preserved and boosted by up to $1,500.
