On Thursday, Congresswoman Carol Miller (R-WV) announced the passage of a minibus funding package that allocates $11.8 million for projects in West Virginia’s First Congressional District. The package includes funds from several appropriations acts: Commerce, Justice, Science, and Related Agencies; Energy and Water Development and Related Agencies; and Interior, Environment, and Related Agencies.
“I am thrilled that yesterday’s minibus secured funding for nine of my Community Project Funding requests, bringing meaningful results to West Virginia by investing in public safety, modern infrastructure, and water projects that directly benefit local communities. By prioritizing responsible spending and targeted investments, Congress is ensuring that West Virginia families, businesses, and first responders have the resources they need to thrive now and well into the future,” said Congresswoman Carol Miller.
The funding will support a range of initiatives. Under the Commerce, Justice, and Science section, $340,000 is allocated for fleet upgrades at the Fayette County Sheriff’s Department. The Energy and Water portion provides $5.7 million for improvements to Lewisburg’s water system.
Several water-related projects are included under the Interior and Environment category:
– $750,000 for Webster County Economic Development Authority’s Diana-Guardian Water Line Extension Project
– $750,000 for Boone County Public Service District’s Water Improvement Project
– $1 million for Buffalo Creek Public Service District’s Water Treatment and Plant Upgrade
– $750,000 for City of Welch’s Combined Sewer Overflow Removal Project
– $750,000 for North Beckley Public Service District’s Wastewater Treatment Plant Improvements
– $750,000 for Region 2 Planning and Development Council’s Crum Water Treatment Plant Project
– $1 million for Town of West Hamlin’s Water Treatment Plant Upgrades
In addition to these new allocations, two other Community Project Funding requests passed in November 2025 provided more than $4 million to hospitals in West Virginia.
Carol Miller has represented West Virginia’s 1st district in Congress since 2019 after succeeding Evan Jenkins. Before her congressional service she was a member of the West Virginia House of Delegates from 2006 to 2018. Miller was born in Columbus, Ohio in 1950 and currently lives in Huntington. She graduated from Columbia College in South Carolina with a BA in 1972.
