WASHINGTON, D.C. – U.S. Senator Shelley Moore Capito (R-W.Va.) announced today that a major disaster declaration has been approved for West Virginia following the devastating floods in August 2023. The declaration includes Boone, Calhoun, Clay, Harrison, and Kanawha counties, which were severely affected by heavy rains, flooding, landslides, mudslides, and extensive residential damage.
Senator Capito, a member of the Senate Homeland Security Appropriations Subcommittee, had been actively advocating for federal assistance for West Virginia. Last November, she urged President Joe Biden and Federal Emergency Management Agency (FEMA) Region III Administrator MaryAnn Tierney to consider the state's appeal.
"It is essential that resources are made available to assist those in our state as we recover from the results of heavy rains and flooding," Senator Capito said. "I was proud to lead this major disaster declaration request, and ultimately secure funding for flood damage that occurred in Boone, Calhoun, Clay, Harrison, and Kanawha counties last August. I will always advocate for the resources our residents and communities rely on, especially in their time of need."
The federal declaration provides funding under the Individual Assistance (IA) program, which allows individuals impacted by the disaster to seek reimbursement for necessary expenses and serious needs that cannot be met through insurance or other forms of assistance. Eligible expenses include rental assistance, home repair, home replacement, and lodging, among other expenses.
This approval comes as a relief to the affected communities, who have been grappling with the aftermath of the floods for months. It is expected to provide much-needed financial support and resources to help residents rebuild their lives and communities.
Local officials are grateful for the approval of the disaster declaration and the assistance it will bring. Clay County Commissioner Jane Smith expressed her gratitude, saying, "This declaration is a lifeline for our county. The flooding had a devastating impact on our infrastructure and the homes of many residents. The funding provided through the declaration will go a long way in helping us recover and rebuild."
Residents in the affected counties can now start the process of seeking reimbursement for their expenses and needs. The IA program will be vital in providing them with the necessary support to restore their homes and lives.
