Ranking Member Shelley Moore Capito (R-W.Va.) expressed her thoughts on sustainability and waste management issues during a hearing titled “Examining Extended Producer Responsibility Policies for Consumer Packaging” held by the Senate Environment and Public Works (EPW) Committee.

Capito acknowledged the waste problem both nationally and globally, emphasizing the need for realistic solutions. She highlighted the complexity of the issue by stating, “Like any complex issue, it’s kind of easy to sit here and list out all the problems, but it’s very difficult to start finding realistic solutions.”

Addressing the debate around ending plastic production, Capito noted, “You have one crowd saying we need to end all plastic production tomorrow. That position just does not make sense.” She emphasized the importance of acknowledging the reliance on plastic while working to prevent plastic pollution.

Capito raised concerns about the impact of extended producer responsibility policies on consumers, particularly in rural areas with limited recycling programs. She emphasized the need for policies grounded in reality and highlighted potential challenges for U.S.-based companies facing varying state regulations.

The Ranking Member stressed the importance of collaboration between industry, government, and the environmental community to achieve sustainable outcomes. She cautioned against imposing draconian federal standards that could hinder growth in emerging sectors, drawing a parallel with the impact of IRS guidelines on hydrogen tax credits.

In discussing extended producer responsibility (EPR) schemes, Capito underscored the need to consider all potential consequences, intended and unintended. She expressed skepticism about existing proposals adequately addressing concerns and emphasized the importance of chemical recycling in improving recycling rates.

Capito also called for the inclusion of stakeholders like the waste management industry in decision-making processes and cautioned against adding unnecessary bureaucracy for U.S. companies. She concluded her remarks by expressing anticipation for the panel discussions at the hearing.
